Reads completely different to what you have said.

Reads more like if you want testing , money should be moved away from elective surgery , or keep the money in surgery and remove testing.

Shouldn't be an either or scenario but I know which one of the two I'd prefer to be funded.

That's because he isn't talking here about the cost of anti virals and medical intervention. He's only talking about testing, whereas I was talking about both.

I used it as an illustration of 'no new money'.

I read one of the scientists saying the other day that he doesn't expect it to have much, if any, affect on cases at all.
