22% of over 12s not vaccinated compared to the UK‘s 13.6% will quickly mount up cases/hospitalizations during a wave with exponential growth, especially as the waves in Germany have been smaller than the Uk so less natural acquired immunity in the population overall.
I’d presume that was Merkel’s preference as doubt any politician would want to make the decision but guess she decided that the situation called for it and delay would only worsen the Covid situation.
