To me, they've made it pretty clear.

A government can't do anything about people being thick. The dates give people hope and right now there's no indication we won't meet them.

As was made abundantly clear again yesterday, the phased reopening is basically all one big data-gathering exercise. It might be blunt but that's what it is.
I think you may be making a lot of assumptions about the level of interest and attention the public are giving the context behind the dates.

Whenever the conditional tense is used, as here, it mean they don't know. They are urinating into the wind! It's a wild guess. Nothing more, nothing less!

Modelling is not "a wild guess".

Just across the channel they are in the teeth of a deadly 3rd wave.

Stay in la-la land if you want. But this summer will be carnage if the restrictions are taken off by late June.

No, but it predicts all possible scenarios.

The third wave (as high as January's) is an absolute worst case scenario.

Hospitalisation is another thing too. Way over half of the adult population have been vaccinated or had the virus. Chances are a reinfection would be less severe due to immune responses.

The EU have problems mainly due to their vaccination issues and also the fact they keep trying to open things up.

Personally as long as deaths stay below around 20,000 per year for COVID its time to open back up completely.

Can we stop suggesting that the actions of each European state are the actions of the EU as an entity.

Maybe. But again, that's personal responsibility.

Right now, the date of April 12th can be met. That's all that matters. In 4 weeks' time we'll see if May 17th can be met.
