If you think about where the infection rates are occuring and, with knowledge that existing inequalities are heightened, it's unsurprising that it's spreading among the young and women.All that can be shut down should be shut down, no matter what the contribution to the virus' spread.
If you can shut down food outlets which cause transmission then why wouldn't you?
That Excel spreadsheet you linked is showing some interesting figures on rate of infection per 100,000 amongst different age groups (there's a massive cleavage between the under 30s and over 30s) and between genders - the latest figures seem to indicate women more than men are picking up the virus (there's clearer distance between the two in the last fortnight or so).
Similarly we seem to be in an odd dichotomy between asking the 'young and working age to go out and live as normal' while simultaneously blaming them for spreading the virus and causing lockdown.
