If Coronavirus is still circulating, an awful lot of people will, regardless of official advice changing, make up their own minds.
Ignore the images and videos which make the headlines, the reality is more like :-
- Shops re-open, but footfall and high street sales are still way down
- Pubs and restaurants reopen - both are still deathly quiet in most places
- Flights and foreign holidays are back on the agenda - very few people are bothering so far
So, going forward, we'll have offices re-opening, but lots of people will stick to working from home, or at least mix it up.
Stadiums will partially re-open, but some will still stay away.
Until people feel safe, rather than being told it's safe, large percentages of the population will play it safe. Eventually, most of us will get bored with playing it safe, and start to take risks, but I think we're some way off that point at the moment.
