There's something going on with changing methodologies in many governments. But let's not misunderstand the reason behind some people / commentators trying to obfuscate the general trend of a squashing of the curve in other countries: they want to dilute the fact that we have a chronic response to this crisis and they are doing the UK government's bidding for them.

Exactly.It's more difficult to control the agenda/information the more people/organisations have the information. Censorship of information is easier the least people that know. Boils down to 'you've got a problem in your area but we're not going to tell you what it is'. 'Empowering' others goes against the centralised dictatorial nature of the Tories.
