It was ambiguous. He made a clear statement on his opinion on how the rules work which may or may not have related to Cummings. I suspect he might have been aiming a very slight and subtle dig but it will remain one of life's mysteries.

It's not like he said "yes, Cummings tore the rules apart and has to go.". Not that he would say that because hes a civil servant like.
