Wouldn't you want to prioritise those that are either likely to infect others or be infected?

If you're shielding or self isolating properly you are at much lesser risk that someone having to be out and about.

Well they're unlikely to be spreading Covid-19. If you are prioritising resource, is it better to prioritiset those that are at greater risk of being injected and more likely to have had symptoms or those who are unlikely to spread it because they are in lockdown and haven't been in contact with others?
