It'll happen a lot even in strong financially stable businesses IMO because it's just so much simpler for businesses to piggyback off the goverment.
Like the conglomerate that owns my company can keep us all going through this for sure but reckon most of us will get furloughed just because it's easier for them.

Not even blaming the government here. They had to do something in terms of trying to ensure even more people don't lose jobs.
It's just that, like you said, it leaves it open to be taken advantage of by companies who could easily afford to not to do so.
