You can't control worldwide pandemics, you manage them.
Just because a pandemic is scary, doesn't meant it's out of control.
Not really - if people are told to stay indoors to avoid something, then by definition that thing is not being controlled. That the NHS hasn't yet collapsed doesn't mean it has control of this either.

If they don't, it's not.
