I think simply because Walcott and Lookman are both missing; I can see Vlasic getting loaned out this season.

Probably the last chance for Mirallas, Williams, Davies, Sandro and Kenny to prove their worth before being loaned or sold. I imagine they may sneak in Richarlison for 10 minutes.

Definitely our second string though. Suspect out of that lot, the only two likely starters are Gylfi and Davies. Possibly pushing for a start are Basic, Sandro, and Oumar. The rest are youngsters or deadwood. I have faith Marco won't have been duped by Kev.

It depends on if you see Kenny as the long term starter there in a couple of years or not. Whats best for the first team squad THIS season is to keep Kenny there in case. Whats best for Kenny's development and for the first team squad in 2-3 seasons(if Everton think he will develop into a top LB) is to loan him to where he will start every week.
