It depends on if you see Kenny as the long term starter there in a couple of years or not. Whats best for the first team squad THIS season is to keep Kenny there in case. Whats best for Kenny's development and for the first team squad in 2-3 seasons(if Everton think he will develop into a top LB) is to loan him to where he will start every week.

That entire explanation is a matter of opinion though. Some player progress better playing week in week out at some points in their career and some other points they may need to be training everyday with better players.
