I think this is the likely grounds that the Home Office are relying on, but, it is only applicable in instances where the person doesn't become stateless. I'd also note the UK widened the counter terrorism strategy Prevent’s remit to cover the rehabilitation and disengagement of those already involved in terrorism, which would apply in this instance.
