very good point the Monty.They used to have annual dog licenses but no one ever checked them, they don't work as they were unenforceable. What would work is a one off charge for all dogs to be micro chipped in a way that the owner could be identified. That would also help to deter lazy owners would do clean up mess left by their dogs

The process of buying or changing details on a microchip should include an identity check so that previously irresponsible owners are prevented from owning dogs. Anyone wishing to breed dogs should have to be licensed. The cost of the microchipping and licensing should be sufficient to cover the cost of enforcing the compulsory aspect of both.
You cannot judge dogs by appearance or breed alone, it will never be possible so targetting irresponsible owners and breeders has to be the way forward. Such owners and breeders must face severe consequences if they do not comply. Some dogs are essentially being used as a method of carrying an offensive weapon and how the law deals with this should reflect that.
