It doesn't scream as elite for meThis is the recruitment team as we moved away from the DOF structure, although it would be safe to assume that Kinnear and Moyes have involvement in it too. Lets hope they learnt a lot from the summer window.
Nick Cox (Technical Director): Will “ensure all aspects of Finch Farm are at elite level” and oversee Medical, Operations, Facilities, Player Care and Academy functions. Cox is currently the Academy Director at Manchester United, a role he was appointed to in 2019, three years after joining United as Head of Academy Operations.
James Smith (Director of Scouting and Recruitment): Will join Everton in September, moving from his position as Director of Scouting and Recruitment at the City Football Group. Joined Manchester City from Manchester United in 2014, before being appointed as the recruitment lead for the City Group’s stable of clubs across the world in 2023. Prior to United, Smith was part of Everton’s recruitment and insights team for 10 years.
Chris Howarth (Head of Football Strategy & Analytics): “Will ensure the club is at the vanguard of data optimisation in the development of all aspects of football operations.” Has worked with 14 clubs across Europe through his Insight Sport data consultancy. As part of his arrival, Everton’s owners, The Friedkin Group, have acquired Insight Sport.
Nick Hammond (Head of Player Trading):Retired as a player in 2000 and went on to become Director of Football at Reading for 13 years, Technical Director at West Brom for three years and as Head ofFootball Operations at Celtic. Most recently worked as a transfer consultant at both Leeds United and Newcastle United.

When it comes to identifying players, Smith has long been a trusted confidant for Moyes, who brought him to Goodison Park in 2003 and he then followed the Scot to Manchester United a decade later.
You may be right but to me Anzou and Dibling seem the opposite of Moyes picks . To me he’s more likely to have said “ Go out and get me an experienced right wing and left back who are PL ready and I can play them without needing to develop them further “ . With those two it smacks of somebody else’s direction , maybe CEO , saying “ Our direction is young , talented players who can be developed into FUTURE regular PL players. Now you guys go out and find them “ . Who knows though , this is Everton after all.Well, a CEO oversees all areas of the business - but I think it's clear people are continually confusing a CEO with a DOF.
Easy to do, previous Everton CEOs had a Chairman and DOFs doing the updates, which include transfers.
No doubt Kinnear has an involvement in transfers, its a key component of the business of which he is CEO. Wyness, Elstone and Baxendale would have too.
We dont know the extent to which, but my read of it now is the head honcho on recruitment is Moyes. I think that because moved away from a DOF model he didnt like, and in doing so we appointed 4 people 'to support the manager', one of them was Manchester City director of scouting and recruitment James Smith - who is very much a Moyes pick;
I don't think any of us will know for sure, but I think Moyes makes the call and it's on others to work get them over the line. So when he's publicly courting Liam Delap, and it doesn't happen - there's sufficient blame there on others.

Nor me. Lets just hope that they have improved although we are already half way through the January window and have been struggling to field a full team the last few games. I would have expected them to have been on the ball this window and they haven't.It doesn't scream as elite for me

….the summer window was hardly overwhelming but it’s probably fair to let this new ‘Transfer Committee’ process bed-in and then judge.
