It is much worse than that - in a British context at least, Kings were not above the law. At least four have been deposed because they had or had threatened to break the law as it was understood at the time (Edward II, Richard II, Charles I, Edward VIII), and another one was well on the way to being removed when he died (John).

You also have to wonder how this affects impeachment as well - I mean, if they cannot be crimes then how can they be "high crimes and misdemeanours"?
