You've forgotten Mcgeady, Valencia and Kone's wages. It looks likely Barkley, Barry, Robles and Niasse will likely be off the wage bill before the window shuts as well.To say we haven't spent major money isn't really true though. We might have balanced out transfer fees but when you take into account the costs of buying players and the extra wages, we've definitely spent a large amount of cash.

Henry 7m : No extra wage costs because of loan deal
Rooney 10m : 150k

114.2m : roughly 480k per week added to the wage bill.

The Clev 8m : 60k
118.5m : roughly 190k per week removed from the wage bill.
That's without including any of the transfers from the last two windows which no doubt added to the wage bill (Morgan, Bolasie, Williams etc).
Considering it's before a very likely £40m + 120k per week transfer in Gylfi, we haven't spent small change.

Like I said, we've also brought in players on top money other than what I've noted. This easily balances out any Kone wages lol.
Schneiderlin is would be on £100k, Bolasie probably £80k and Williams on similar.
If we're counting players who haven't yet left, you could quite easily say that the "3 more" Koeman wants will cover any further outgoing transfers. Sigurdsson will be earning McGeady, Kone and Valencia's wages alone.
I would also hope that Moshiri/the club are putting something aside from the TV money for the stadium.
It wouldn't be unrealistic to assume we've spent £10-15m on agent fees this summer either.
It's not just a simple transfer outgoings - transfer income = net spend.
