I’m not convinced, max % to ST holders under current rules is 80% capacity plus you need to factor in increased hospitality. I’m hoping the number is at least 5k or more but I’m also trying to set realistic expectations.

Now the big question I am after is how many of those available seats will go to people on the ST waiting list? Hopefully this will be answered some time in December.
