Before I get vilified I just want to state that Neville is my number 1 footballing hero - however this:

Does not make much sense. It kind of says to the owners of lower division clubs that you can take liberties to risk promotion, knowing that there is a nice comfortable safety net below you.
Basically the rule should be that clubs should be able to spend what they want but to be able to enter the next season's competition any debt accrued and secured to the club needs to paid off. So the owners have two options, run the club as a business and don't go over budget or if they do they have to reach into their own pockets to pay it off. That way worst comes to the worst a club can only have one season's worth of debt attached to it.uy the club and give it to the fans.
