Being in Pittsburgh now and growing up equidistant between the two cities, the worst I can remember was the Browns moving to Baltimore. Art Modell literally couldn't go back to Ohio following that move, and he made his millions and spent his life trying to give back to the city of Cleveland. It was kind of like a Shakespearean tragedy seeing that happen. It was kind of the first move in the modern era that solidified the thought that sports was all about the money - the Browns were an NFL and Cleveland institution, and it didn't matter.
Aye especially so given how vehement he was against the original colts move a decade or so earlier, but the Browns and Colts moves where the two ones that kinda put me off the NFL over the years, least the Raven weren't allowed to keep any of the trophies or records though
