That's not a website valuation tool, Danny, it's a link honeytrap. Working well, too, I see...

(You put a tool like that up, encourage people to link to because their site is worth x amount or is listed in the "top 20 widget sites", and stick some Google ads on it to cover the costs. After a period of time you take it down, redirect the incoming links to your desired page or site and, hey presto, you're ranking for "Viagra for chico".)
