I think on that occasion Moshiri was acutely aware of how unlikely a deal would be to actually get approved so was more than happy to string them along saddling the club with high interest loans so he didn't have to pay

Even if it was some crazy Machiavellian plot that he was scheming, he was literally playing Russian roulette with the football club’s future, gambling on the chance that approval was gonna be rejected. If Masters had turned around and said yes, they would’ve been our owners. Moshiri wouldn’t have pulled the plug on it in our best interests.
