I've always thought that his best position was centre forward, getting on the end of crosses.
I don't think he has the subtlety to play behind the striker and play little clever passes, an issue I also have with Ross playing there.
The other idea imo would be to do what we've done with Ross and play Rooney as a 'wide striker', not a winger hugging the touchline but someone who can shot from distance and keep things ticking. Rooney could do this perfectly.
