People are kidding themselves if they think FFP or any other financial 'restriction' would get in the way of somebody like Usmanov and his ambitions. The FA and UEFA cannot control the convenient business sponsorships which Usmanov could agree in a totally legitimate manner for ABC electrical to sponsor the urinals at Goodison, for example.

It is true that nobody can 'do a City' anymore, but that isn't even needed for a club to have success. Rules are there to be bent.
Plus there’s a lot of expenses that can be covered directly by the owner without impacting on FFP
 

Been down Bramley Moore this morning and looks like Usmanov has already made his presence felt with a fairly intimidating change that will greet opposition fans.

If he comes on board there's no chance of the loan from the council.

He also has to invest in world class players to compete with the top 4. Your talking about 4 or 5 players to the tune of 500m

More chance of the loan with Usmanivs involvement. Less chance of it going south with his wealth.
 

As @roydo ,myself and a few others have said this was always the plan from day one
Too many people stand to make too much money from this for it not to go ahead
When the yanks rolled up in 2016 and started talking to Bill Moshiri and Usmanov panicked and Usmanov bought Moshiri out and sent him running to Liverpool to start the ball rolling
Everything that has happened since has just been bits of the plan falling into place.
I think the original plan was to get a decent manager and squad in place before Usmanov bought in as once he’s on board transfer fees quoted to us will rise as has happened to City and PSG
Didn’t work out as planned but with Brands in place maybe it’ll happen now.
Chong being in place for 2 yrs and the Liver building partners etc just all adds up

There is when one looks at it so much in place, as you mention the purchase of the Liver Building, an icon on the waterfront, the tie up with Finch Farm, always wondered about the pay offs for RM, RK and BFS added tp which Silva and Brands. The hiring of Brand I do not think was just a matter of Moshirir chatting him up of Silva for that matter.

The question for me was that actually Usmanov made reference to a good potential returns for any investment but exactly what did he mean by return - monetary, prestige? He wanted Arsenal and it was not just to make his bank balance bigger.

Bet our friends in the red shed are using four letter words.

As an aside on a subject of serious importance I cannot understand the childish humour around a nerve agent in which a person lost her life.
