It's an equivalent statement. As I said speculation would continue until Usmanov commented on the speculation which he has.

Some general points from the statement;

1) Why mention his valuation of the club? The fact he's said is 2 billion is his way of saying "my valuation of my shares is £600 million". In that context Kroenke's offer is not a low ball offer but below what Usmanov feels they are worth. I said well before he released that statement he would be looking for closer to 700 million for them. I didn't think he would accept the offer of £525 million.

2) The last statement is also unnecessary. It's also a change of tact from previous statements. Going from "I will never sell" to "I will only sell to the right person" is backtracking. We can argue about the extent or significance of the backtracking, but not that it exists.

3) Perhaps the most important element thats not been discussed. What of Kroenke? What has motivated him to buy the shares? Will he just give up on this?
I would speculate that he is sensing Usmanov is going to agitate more and become more of a problem. That he is going to be more public in criticism and he needs to lose that problem. That feeling will not go away. The question is whether he feels it's worth another 75 million pounds to meet Usmanov's valuation.

I don't think these developments have moved Usmanov further away from us at all. It is certainly further away than it was 12 hours ago, but much closer than 2 days ago.
 
Usmanov has ripped his partner, mr moshiri off !!

he gave him 200m for his shares and is now holding out for 700m... he's gunna owe the mosh a cool 150m!

I took from the statement that Usmanov would never sell to Kroenke because of the way they differ on their views for the future of the club. Either way I agree that someone has prompted Kroenke to bid now.

'Mr Usmanov continues to be committed to Arsenal and considers his stake in the Club as a long-term investment for his family and future generations.' Usmanov statement August 2016.
'If a party appears who shares my and undoubtedly the majority of fans’ visions for the club, I could consider the question of selling my stake.’ Usmanov statement October 2017.
There's a clear change in tone from earlier statements as, for the first time, Usmanov suggests he's open to selling his shares to anyone who isn't Kronke. There's no guarantee a 3rd party will make a suitable offer though and therefore this to me provides proof that there's no clear plan in place for Usmanov to decamp to us in a given time frame or based upon stadium progress.
Dependent upon how circumstances unfold at Arsenal the opportunity to come to us may present itself or it may not and given the impasse at the Emirates has dragged on for years I'm not expecting a resolution any time soon.
 
Maybe, just maybe Usmanov is a massive Arsenal fan and does not want to be involved with another club.

He did get offered Manchester United years back and he had no interest.

Pretty sure Arsenal weren't exactly being shown much in the USSR in the 60's and 70's mate, unless Usmanov is a strange person who started supporting a team when he was about 37 years old
