Nato bombers yesterday dropped cluster bombs on a crowded outdoor market and a hospital in the southern Serbian city of Nis, killing at least 15 people and injuring many more, according to Yugoslav officials, independent media, and local residents.

The Convention entered into force and became binding international law upon ratifying states on 1 August 2010, six months after being ratified by 30 states. As of 1 April 2018, a total of 120 states have joined the Convention, as 103 states parties and 17 signatories."

Message my wife got from someone near Kharkiv in a small town 10 minutes ago. They don't know if it's Russian or Ukrainian forces firing whilst retreating.

It's awful.

Why would UKR forces shoot local people who are living in there? Most pro Russian folk already fled to Donbas region.

(I'm saying pro Russian not Russian speaking for a reason)
