I don't think that is what Ijjy is saying. I won't speak for him, but as I've pointed out before last season our nominal third centre back (Distin/Alcaraz) played 30+ games between them. Also, as good as Stones is - he is not the finished article.

Add injuries to that and any centre back coming in will be an rotational situation.
