The rule isn't impede, it's interfere. If I'm wrong on that then it's questionable, but he definitely has an impact on the play.

Still didn't even interfere. In no way shape or form did he actually affect that passage of play..

To be fair him being there makes the defender check his run. I’m not saying I agree with the decision but he does “interfere with play”. He touches the defender and makes him spin the other way which does slow his reaction down
