The rules are clear: must have 14 players inc. a goalkeeper to play. Lots of teams had this but still had games called off.

Yeh rules are simple but whatever decisions being made aren't. All those sides could have stuck a few of the U23 lads to fill the gap. You can argue about the integrity of a game then but they still shouldn't have been cancelled IMO.
