A unified EO is a threat to Russia and China's aspirations for a new world order. Putin has done well so far to break the EU from within, on the one hand with weaponised immigration and dis/misinfo, and on the other in supporting right wing populists who promise and answer to the issues his immigration bombs are causing. This (the boats) has been key to Brexit, and is core tenet to Le Pen, AfD et al rise.
The EU are not actively trying to destroy the US and supplant them as the leader of the current world order, that is Russia and China's aim. The EU are not actively talking about bringing down the democratic wester rules based order, which the US currently lead - Russia and Putin are doing that with China.
The west has enjoyed stability as allies, which includes the EU and the US. The EU has economic clout but it isn't threatening US and demanding a rewriting of the world order or wanting to be the global leader.
As I say, Putin is reliant upon the niavety of the west in working from the shadows I'd dare to suggest that your view is exactly what he requires to succeed.
It should be pointed out here that the country who broke the post-Cold War system was the one who, on a false pretext and almost certainly illegally, invaded Iraq. It was the US who broke the bilateral arms control treaties too, as well as withdrawing from treaties it negotiated and signed (like the JCPOA and the original agreement with Mexico and Canada, and the one Trump negotiated). It’s the US that covers for the Israeli government as it serially breaches UN Resolutions (SC and GA), which is the primary source of chaos in that region. Aside from TikTok, all social media companies that have proven to be a problem came from there too.
This isn’t to excuse or minimize what the other two states you mentioned have done or are doing, but we need to collectively recognize the damage that has been done before them two started on this.
