The best we can hope for is a “implement them, see the reaction, do a U turn but claim victory” cycle.
However Trump truly believes in tariffs and, despite all the evidence of the damage they did in his first term (farm bankruptcies, price jump for laundry equipment etc) and historical examples, thinks the other country picks up the costs.
all his advisers are just saying yes to everything...
