I think the order of persuasion is:
1. Lawsuits / SCOTUS opposes his actions
2. Congress opposes his actions
3. Bad economy
4. Constituents telling Congress they will not regain seats in 2 years
5. Riots, although this could be helpful because he will try to use rule of law to forcefully suppress

Hopefully it’s funded on blocks but each program is different. Many HUD providers can operate 30 or 60 or 90 days on current funds. I have no idea about NIH grants like the R01, etc. Hopefully hospitals have enough reserves to back residents for a short period.

I suspect we’ll see a 2/3 week fight before some agreement is reached.
