Because selling clubs are trying to get the most money for their players, always hoping someone will come in at the last minute with a better offer than what some team has already offered them.

If you were selling something on Ebay you might get a decent price, that you'd normally accept, come in early on your item but you'd still want to wait until the last minute of the auction just in case someone came in with a better offer.
