I was told that the clean air stuff in cities is a Government policy, and Mayors are compelled to do whatever to clean it up if its below a certain standard.

And quite right too. Glasgow have effectively banned vehicles that fail the standard, London merely takes the money and allows it to continue. Then extended it into the countryside to make a bit more money. ….
