Since when can a legislature/Executive retrospectively change the law/rules?? A change in the law can only apply prospectively. Yes, it is possible to bring in an amnesty for past misdeeds, once therew is clear acceptance by the miscreant that s/he acted improperly. However, changing the actual rules and attempting to apply these to misdeeds already committed is outrageous.

If there have been breaches of rules in the past, the consequences should be consistent with the law/rules at the time of the breaches.

This is ultra vires if it purports to retrospectively write rules to deal with past breaches.
