Think they’re more likely trying to keep their reputation intact. They don’t want to have being part of a losing team on their CV
Right, they knew that Johnson would try to deflect and shift everything to them, then ask for their resignations. Their only way of protecting themselves was to get out in front of it. May or may not work.
 
That old Michael Heseltine quote about Boris - "a man who waits to see the way the crowd is running and then dashes in front and says, ‘Follow me’." - can't see that working when the crowd are bearing down on Boris himself.
