Believe tennant farmers manage about a third of farmland who I guess would only be indirectly affected by this.I'll be potentially controversial and I think Pete has a point here.
There's definitely a problem with very wealthy individuals exploiting this tax loophole.
But, it does mean some individuals will get fisted. The owners of traditional smaller family owned farms.

To add confusion, an older GOVT analysis reckons 54% of agricultural land is owner occupied. This doesn't seem well defined though.

Not sure how much smaller scale farmers will be affected @orchard might be able to say. A lot of larger farms will manage smaller farms as well with short term leases.
The very worst farmers I have known are the big land owners. Outrageous stories of greed and selfishness. They’re a law unto themselves.
Let’s not pretend anyone suddenly cares about farmers btw. Was the same with fishermen. They’re simply being used by anti labour\ government groups and individuals.
