It's an accusation of him presiding over a "two-tier system of justice" somehow, usually made by mouth-breathing thickos to James O'Brien on LBC due to his government being forced to release prisoners early to free up cells whilst simultaneously throwing "people who just posted online" in support of riots in the slammer tout suite.
It's usually combined with complaints that "you can't say anything these days" despite complainants not being able to actually cite anything that can't be said, and ignores the fact that the police are operationally independent of the government (and not involved in managing prison places) and also the Braverman was already criticising two-tier policing under Sunak's government, criticism that led to her sacking.
