It's millions. There are a huge amount of pensioners who aren't entitled (just) to pension credit who fall into fuel poverty because of this.

I’m defending means testing so welfare funds, which are not unlimited, go to those in genuine need.
Lifting more people out of abject poverty, is to me at least, more important than maintaining a universal payment where 27% of recipients are asset millionaires.
It's a nonsense argument. Welfare if you lose a job isn't currently universal regardless of circumstances.
Can we not give the money to young people surviving on just over £300 a month Dave ? Or do these not matter
