He was speaking in the US at a "Future of the Atlantic Alliance" talk 2 weeks ago at the (apparently right wing) Hudson Institute in his capacity as the likely next UK Foreign Sec. The context of the quote is in how he'd approach a relationship with Donald Trump if he wins in November, and he claimed to be able to find common ground as a "Good Christian Boy" and that "there are places I can be described, and have been descibed, as small-c conservative".

The institute's own channel has the full talk, I found the relevant bit around the 50:50 mark.

Flying it upside down is a distress signal, very apt.
 
Not really mate, I just want a better country, if Labour arent the people to deliver that I will be sure to jump to whichever party can.

When precisely would it ever be the right time to vote for that lot?

Surely you know the answer - Starmer will be toast in a few months, after which a new Party will arise, with Davek at it head, being voted in by a landslide, then within months opening concentration camps for Tories, Lib Dems, SNP, most of the Labour Party, in short, everyone except Davek.

Why?

The turnout for this election will be a record low I'd imagine. The Starmer lot won't attract anything to them in terms of what their vision is because they have none.

The left and non-affiliated trade unions will be pushing at an open door getting a foothold into the old Labour heartlands. People want a vision for a re-emergence of social democracy and justice, they don't want some tits holding up a board with 'change' on it but delivering nothing.
