It's the wrong approach. Stuff the government owning it, we should be encouraging communities to develop renewable energy locally and it's "them" that own it. This is a great way to bolster many "left behind" communities as you could invest in skills to install/maintain such networks while also providing communities with cheap/affordable energy.
It's difficult if you have a belief system and just the slightest commitment to your mandate, if you the tories however it is much easier
I'm not going to lie, I have a soft spot for Rayner.
