It's true he doesn't make these decisions alone, but he loves the camera when it suits him, therefore he paints himself as the visible face of the board and as such has to bear the brunt of the criticism. And there's no way he'd ask his backers -- namely Philip Green and Robert Earl -- to take any flak for fear they'd pull the plug. Woods is just as described, a lapdog.
Given Kenwright's lengthy CV when it comes to ballsing things up, plus the fact he's only heard from when things are going decently, is it any wonder a good portion of the fanbase doesn't believe a word that comes out of his gob?
