I think it's down to 2 things;
The prize money, vs Premier league prize money
The Europa League
Starting from 21/22 season that may change a little, the Europa league is being broken in 2. The EFL will get 2 places in Europa league 1. This is in principle a better prospect as its straight into the group stage, then the group winners go into last 16 like the champions league (2nd place play off against the 3rd placed teams from the champions league).There would be less cannon fodder and crucially no longer in qualification rounds.
EFL will award a place in Europa League 1 to the FA Cup winner and 5th place in Premier league from the 20/21 season
The EFL will also get 1 place in Europa League 2, but that looks a nightmare, 3 qualifying rounds before the groups
