Not really - the terms in the fourth railway package would be met by having a standalone rail entity running some / most services as long as other companies had free and fair access to the rest of the network to run their services.

Isn't that the opposite of what happens in France and Germany though? I can very much imagine it being illegal to prevent people from bidding for any service, but mandating who should be accepted is a different kettle of fish.

Not really - the French rail network is basically a state operator with some services provided by private firms (albeit the private firms are almost all partnerships between SNCF and the state operators on the route the train takes - eg Thalys is a partnership between SNCF, DB and the Belgian railway).

That is legal under the 4th Railway Package (the only reason Macron is tinkering with it is because of his own leanings rather than any legal pressure), it also acknowledges the reality of the railway in that most of any network is going to make losses but is subsidized by the profitable lines - if you break it up, the result is more losses (and more subsidy), not less.
 
Dominic Grieve wants out of the Party if Boris Johnson becomes leader of Conservative Party, surely that's the same for many other Liberal Conservatives..

Do you think that the comments of Johnson this week are befitting of a potential leader of the Conservative party and potentially that of a PM of this country?

I'd love to see Alexander Boris de Pfeffel Johnson lead the Tories.

Would kill them.

Be careful what you wish for, he would bring out conservative and non conservative voters in their millions, while Corbyn paints himself into a momentum corner......personally I believe he is the conservatives best chance at the next election.....May and co are trying to knife him, but all they are doing is hardening up his support.....

His aims were correct, women should wear what they like, burka or not and European countries are wrong to ban it. He then put his personal slant on it saying that it makes them look like letter boxes or whatever, and he is of course correct if a little un-pc. But there is no getting away from his view that it is up to the women themselves to determine what they wish.....not their husbands, not their religion,.....unless of course you believe that women should dress as determined by their menfolk......he is being attacked by remainer loving anti-bojo europhiles and those, like May, who are fearful of him pushing her out of office. This is purely political and Boris will just ride above it.......

He didn’t attack the garment and he didn’t just say the garment was something that he didn’t approve of, but wouldn’t ban. He ridiculed the women who wear them with his comparisons , and thus gave the green light for morons to chuck exactly that sort of abuse at them in the street.

Also, why is he giving his column up to a segment of the female Muslim community that accounts for circa 0.5% of Muslim women in this country? Odd that, the week after he met with Bannon......oh wait......

You need to add Iain Dale to your list of Remainers and europhiles btw.....as his view is exactly the same as mine on this one. Oh.

If Boris Johnson cured cancer and relieved world poverty and hunger, you would still criticise him. He said women should wear what they want and that EU countries should not ban the wearing of the garment. Do you agree with him ?......

Boris Johnson’s words were poorly chosen; somewhat sarcastic and flippant…. But, the Burqa debate is a genuine issue that shouldn’t be swept under the carpet.

Boris Johnson has never achieved anything apart from promoting Boris Johnson. Fantastic false equivalence though Pete.

Yes I agree with the principle that people should be free to wear what they want and that they feel fits with their beliefs, without fear of being ridiculed for doing so.

I imagine you’d have been fully supportive of his comments if he’d have made some equally crass comments about what Hasidic Jews look similar to?
