Incitement hasn't been an offence since 2008, it was relaced by several more specific aiding and abetting laws, and there must be the intent that those incited carry out the crime intended.
Johnson is an irresponsible prick, but I harbour some doubt that his intent was what befell Starmer yesterday, even though it was fairly predictable. He just plays with fire all the time and other people get burnt. I hope we see him burn very soon.
