Pretty obvious to me that Jeremy Hunt did this deliberately so that the Tories could say "see, we told you they'd put taxes up" when they lost power.

I'd say it's likely a fair share of that, mixed in with a fair share of, "Look, we're lowering taxes, and we're investing in this," during their tenure without costing it.

Either way, it is not going to be a situation that really benefits anyone apart from those wealthy politicians and donors, who can ride the wave.
