As a country we've backed ourselves into a societal cul-de-sac where the current situation is untenable, but every reasonable or workable solution is an anathema to the Government, and as Starmer is desperate not to appear too radical towards the great unwashed 'Middle England', Labour too (at least in public).
We need immigrant workers to prop up certain sectors and contribute towards the tax burden.
But immigrants ar unpopular with the Tories that want to fight culture wars, and immigrants arriving contribute towards the housing crisis.
We could be build more social housing, but that annoys the blue rinse brigade that want their house prices to skyrocket, and the private landlords. So bad for the Tories.
Best keep the immigrants out.
But Tories like immigrant workers as they drive wages down!

What the Tory core really wants is a mass reconversion to organised religion and for the nation's women to "lie back and think of England" before popping out a dozen sprogs each, financially devastating every household and creating a future workforce/tax battery. This is why some Tories looking to make a name for themselves are guffing these sorts of farts out into the political winds - Miriam Cates recently was all over the "bring back families" bandwagon.
But they don't want to support families, they just want them to exist, like in the good old days. Miriam's grand plan to promote family life isn't to argue for a world in which people would want to actually raise a family, it's... get this, it's a good 'un - tax cuts!
Yep, according to Miriam we cut taxes now so that all the youngsters start "bonking for blighty" and in about 20-25 years we'll have a huge amount of workers starting out their careers to replace that money and finally start paying for public services for their exhausted parents.
It's the ultimate form of trickle-down economics, and this one involves bodily fluids.
