Pretty sure because my lad who is dark in looks (like his mum Portuguese parent), he is having a passport interview, despite holding previous child passport. Clearly states he does not need one and passport people won't say why an exception has been made for him. Did joke when we believed it as mistake they must think he arrived by boat rather than stalk. However, they won't offer any explanation other than its been decided he needs an interview.

At government level, sure, but the people making the decisions are just doing their job and quite a lot of the time will apply discretion and leniency that goes above and beyond.
