The guy running the election process has stated that Boris had the required number. Obviously only Boris knows why he pulled out, but he only did so after approaching both Sunak and Mordaunt. My guess would be he didn’t believe he could get Sunak and his supporters back in line, it would be nothing but sniping and aggravation so he may as well go off and earn some money and come back after Sunak has led the Tories to defeat…..
