I don't know if you can say it was a racially motivated killing. Perhaps his race led to a different mind set of the police but in the moments before they killed him it's impossible to say whether race had anything to do with it.
What you can say is that FAR TOO MUCH force was used. They should be charged with murder. Crazy self defense laws will probably mean they aren't charged at all.

Two things. Going to be controversial due to the nature of the video, but oh well.
1 - He shouldn't have resisted arrest, full stop.
2 - Did he have a weapon? If so, this is the issue with guns in the USA. If the police felt they didn't have the situation under control because he was struggling, spotted a gun and were worried about him making a move for it, then it for me justifies the action. If I were the police and spot a gun on someone resisting arrest, then I'd be compelled to nullify the threat too.
It obviously looks like an execution, but you need to ask yourself what you'd do in that situation in a country where everyone and their toddler has access to guns.
If he was unarmed though, it's an execution, case closed.

Seen people justifying his death due to his record saying he raped babies. But if it was that he'd be in prison long enough not to be with a partner and several children, no?
Don't mean you should get away with say sleeping with a 13-15yo when you're over 19 or something, just that you don't need to be killed.
Edit: I don't know what qualifies for juvenile in the US, and he was in for 4 years it seems.
